PROBLEM TO BE SOLVED: To provide a reel base which winds up a magnetic tape with uniform torque precisely in a magnetic tape recording and reproducing device, which allows precision tiny torque to be transferred, and which is strong to external force such as lateral pressure and is also inexpensive. SOLUTION: A first rotary body and a second rotary body are made to contact through a friction member, and a force is applied to between a sliding section of a fixed cap bottom and the first rotary body by an elastic holding member. By making the second rotary body 2 and a fixed cap 5 screw together so as to adjust the spacing of the first rotary body and the fixed cap bottom and by rotating the fixed cap 5, the length of a wire spring 4 varied without going through steps, adjusts a transferred torque.
