PROBLEM TO BE SOLVED: To automatically generate an efficient program code which performs external input/output operations in parallel based on an operation flow defined by a user, and eliminate the need for skilled programmers for preparing a parallel operation program. SOLUTION: The device comprises an operation flow definition information storage part which stores operation flow definition information including information on an operation flow of operations executed by a computer and information which indicates operations accompanied by external input/output in the operation flow, and a program generation part which detects parallel-executable operations among the operations accompanied by external input/output in the operation flow based on the operation flow definition information read out from the operation flow definition information storage part, and allows the computer to execute the detected parallel-executable operations in parallel and allows the computer to execute operations based on the information on the operation flow.
