PROBLEM TO BE SOLVED: To more easily ensure the contents of Web pages previously sent to users. SOLUTION: A Web server 1 which sends Web pages to the users' terminal devices 2 via a network is provided with a dynamic partial computing part 102 which determines the contents of the dynamic portions of the Web pages according to parameters designated by the users; a dynamic portion processing part 103 carrying out a process by which the contents of the dynamic portions determined by the dynamic portion computing part 102 are stored in a data storage part 106 in association with the Web pages and the users; a Web page creating part 104 which creates the Web pages according to the determined contents of the dynamic portions; and a Web page sending part 105 which sends the created Web pages to the terminal devices 2.
