PROBLEM TO BE SOLVED: To provide a mobile terminal communication regulation system capable of regulating an incoming call to a mobile terminal existing in a place being inconvenient to call and communication and at the same time permitting emergency call and communication. SOLUTION: A base station 10 is positioned in a base station cover area 1. An incoming regulation area 2 regulates the incoming signal of a mobile terminal 21. The mobile terminal 21 moves from an original point 11 for indicating the existence point of the mobile terminal 21 to a destination point 12. An originator terminal 13 performs transmission to the mobile terminal 21 from the outside of the base station cover area 1.
