The scissor cutters comprise a housing (10), motor (20), drive disc, crank and cutting unit with pair of cutter blades (31,33). The drive disc (23), crank (26) and blades are coupled eccentrically for swivel movement. The motor has a speed change device so that the rotational speed of the motor can be reduced to a lower speed in the rotary shaft with a higher torsion force. The rotary shaft of the motor can rotate through the eccentric hole of the drive disc, the axial hole and the hole serving as the rotational point at both ends of the crank, whilst the crank is moved in a linear direction. The drive arm of the movable cutter is swivel mounted on the crank.
