A decenterized processing apparatus that is in communication with another device via a communication path and bears both or one of a predetermined load and a predetermined function. A variety of system structures can be flexibly applied with no significant changes made to the structures, and can be approximately maintained at low costs. The decenterized processing apparatus comprises decenterized processing means that is in communication with a single or a plurality of devices via communication paths and that performs decenterized processings together with those devices; notifying means provided in the decenterized processing means for notifying a device, which has to be in communication with an element having a failure, of the occurrence of the failure; first storing means provided in the decenterized processing means for registering beforehand the devices under which elements that possibly have failures operate; and failure nullifying means provided in the decenterized processing means for nullifying, in accordance with the elements notified of from the exterior, the failure of a device registered in the first storing means.
