PROBLEM TO BE SOLVED: To simplify work for expanding a bottom and improving the ground and improve its workability by eliminating additional joining and removal of a steel pipe when performing the work and realize general-purpose property of a high pressure injection construction method by miniaturizing a construction device. SOLUTION: This high pressure injection pipe 10 is constituted by forming a flexible double structure pipe body formed by inserting and holding a flexible inner pipe 12 into a flexible outer pipe 14 internally, rotatably, and coaxially. While a non-flexible pipe 60 having an injection nozzle 58 on a peripheral face of a tip part is extended and exposed to the outside of a tip of the flexible outer pipe 14, it is integrally connected with and supported on a tip of the flexible inner pipe to perform integral rotation with the flexible inner pipe 12 for the flexible outer pipe.
