PROBLEM TO BE SOLVED: To provide a hysteresis vibration control damper using a low yield point steel or the like for a damping member. SOLUTION: The damping member is so constituted that a plurality of bar steels composed of the low yield point steel or the like are collected so as to exhibit a damping function against a horizontal force in directions of horizontal 2 axes, and the horizontal force in the directions of horizontal 2 axes is transferred by a stress transfer member mounting the upper part and the lower part to up and down skeletons of a building, however, it is supported by a slide structure to which an axial force is not transferred.
