PROBLEM TO BE SOLVED: To simultaneously carry out rough machining and mirror finishing of an end surface of a resin made work at a high speed and to carry out the mirror finishing while preventing generation of a knife mark. SOLUTION: This cutter is furnished with diamond made chips 4 for rough machining arranged with constant intervals on an outer peripheral part of a boss part body of a front milling cutter, a plurality of cutout parts formed at symmetrical positions between the chips 4 for rough machining and diamond chips for finishing arranged at least on one of the cutout parts. Blade parts of the chips for finishing are projected by a cutting amount for finishing to the inner peripheral side and the axially outward from the chips 4 for finishing and rough machining, and a flat surface type chamfering part 4f of 0.1∼0.2 mm in width is formed on an outer peripheral blade 4a formed between a main rake face 4c and an outer peripheral flank 4d of the chip 4 for rough machining.
