PROBLEM TO BE SOLVED: To facilitate the modification of a system program for a controller. SOLUTION: To rewrite the system program for the controller having a rewritable non-volatile memory in which the system program is stored and a communication function, a system program rewriting device comprises: a communication means 106 communicating with the controller; a storage device 102 storing the system program 1024 for rewriting; and an input means 108 inputting information for specifying the controller updating the system program. The storage device 102 stores: a model information file 1023 describing procedures for transferring the system program for rewriting to the specified controller; a model information table 1022 relating the system program for rewriting to the model information file for every model: and a transfer program 1021 transferring the data to the controller in updating the system program.
