PROBLEM TO BE SOLVED: To provide an image forming method for obtaining optimum image quality by kinds of image contents or image quality which is preferable on an average irrelevantly to the contents of an image. SOLUTION: In the image forming method, a range of surface roughness is set to a preferable luster range according to the kind of an image. Namely, a plurality of or a single toner layer is fixed as an image on a transfer body and the RMS (Root Mean Square) surface roughness (Rq) of the fixed layer is set within a range of a 60°luster degree (5/Gmax[%]<Rq[μm]<5/Gmin[%], where Gmin[%] is a minimum value and Gmax[%] is a maximum value).
