The device comprises a vertical column (1) supporting a stack of elastic sealing rings (2) and a horizontal support (4) for the base ring (5) around which the sealing ring is to be stretched. The base ring support is vertically aligned with the column and a sealing transfer arrangement is formed by a number of suction heads (8) evenly distributed around the column periphery, which can be connected to a vacuum in order to hold the bottom ring in the stack against the column and which can be moved outwards in a radial direction away from the column in order to stretch the ring, which is then lowered over the base ring before disconnecting the vacuum so that the ring snaps into position.
