PURPOSE: A safety alarm device of a vehicle by relative distance, relative speed and an expert system and a method thereof are provided to prevent injury and damage by quickly alarming the emergency state to the driver with detecting the relative distance and the relative speed from pedestrians or obstacles around the vehicle. CONSTITUTION: A safety alarm device of a vehicle comprises a control unit(500) outputting the control signals for driving a distance measuring sensor in detecting shifting to the forward or reverse range, and for sounding an alarm and displaying the danger rate according to the distance and the relative speed between the vehicle and the pedestrian or the obstacle; a sensor unit(100) transmitting the signal by driving the front or rear sensor in outputting the control signal from the control unit, and amplifying the carrier wave; a distance and relative speed detecting unit(200) calculating distance and relative speed by receiving signals from the sensor unit; a vehicle speed detecting unit(400) sending the vehicle speed in moving forward when detecting the relative distance and the relative speed; a danger rate deciding unit(300) selecting the expert system according to vehicle speed, and calculating the danger rate corresponding to the calculated relative distance and speed; a display unit(600) displaying the danger rate by receiving the control signal from the control unit; and a warning unit(700) sounding an alarm.
