PURPOSE: A device and method for processing packing paper is provided to simplify manufacturing process and improve productivity by having a cutoff-line forming unit. CONSTITUTION: A device for processing packing paper is composed of a cutoff-line forming unit(130), and a reinforcement tape attaching unit(140). The cutoff-line forming unit is installed at a main body(110), and forms a cutoff line on paper(121). The reinforcement tape attaching unit is installed at the rear of the cutoff-line forming unit, and attaches a reinforcement tape(141) to the cutoff line.
