PURPOSE: A control device of a hand brake for a vehicle and a method thereof are provided to prevent accidents by automatically locking the door around the child and checking presence of the child through image data of a thermal infrared camera and by restricting movement of the vehicle with warning release of the hand brake from mischief and locking secondarily. CONSTITUTION: A hand brake control device of a vehicle comprises a camera photography process unit(100) for taking the picture of the vehicle room by a thermal infrared camera(110) and outputting the signal by processing image; a vehicle operation detecting unit(200) detecting a hand brake switch, the inclination of the vehicle and an ignition switch according to operation of the vehicle by a driver; an engine control unit(300) setting locking of a door around a child by detecting the child according to data from the thermal infrared camera after starting the engine with receiving the signals from the camera photography process unit and the vehicle operation detecting unit, and outputting the control signal for sounding an alarm and preventing release of the hand brake in operating the hand brake by the child while parking or stopping on the inclined road with turning on the hand brake switch; and a driving unit(400) locking the door around the child corresponding to the control signal from the engine control unit, sounding the alarm and outputting the message, and preventing release of the hand brake by operating the hand brake release restricting actuator.
