There was the problem that users of hair treatment agent compositions have an unpleasant impression during use, because an alkaline agent includes ammonia. A hair treatment agent composition which comprises an alkaline (A), a base material (B) and a reducing agent (C), which each of the agents and material contains a specific component such as ammonia, an amine, hydrogen sulfide or mercaptan in a mount below the sensitivity of an olfactory organ of a human being. Therefore the hair treatment agent composition devoids a user of unpleasant odor during use. The hair treatment agent composition can be manufactured by a simple process.
