PURPOSE: A pretensioner of a seat belt retractor is provided to make a passenger wearing a seat belt perform a tow-step safety action by preparing a pretensioner efficiently using power and making a load limiter cooperate efficiently. CONSTITUTION: A pretensioner is combined with a pyrotechnic power train between a left leg of a U-shaped bracket and the sidewall of a spring. The pretensioner has a housing(71). The housing consists of a first chamber for receiving a cylinder of the power train and a second chamber having a clutch(90) and a first hole in which a reel shaft rotates. The pretensioner is operated with response to the excessive withdrawal of a seat belt webbing. Then a load control unit(30) controls the load applied to the seat belt webbing.
