PURPOSE: An apparatus for controlling a bulk bias voltage is provided to improve the write operation characteristics of cell data by controlling a bulk bias voltage level applied to a cell. CONSTITUTION: A pumping unit(50) performs a pumping operation according to a pulse signal having a constant period to output a bulk bias voltage. When at least one different bulk bias voltage detecting level is selected, a detector(30) detects a level of the bulk bias voltage to determine whether the pumping unit(50) operates or not, according to a selected bulk bias voltage detecting level. An instruction comparator(10) outputs a control signal for selecting one bulk bias voltage detecting level out of the different bulk bias voltage detecting levels by comparing the inputted instruction signals when a write instruction signal is inputted.
