PURPOSE: A method for setting an RAB(Reverse Activity Bit) in a communication system is provided to ensure stable service for every subscriber in a base station through controlling in consideration of multiple factors. CONSTITUTION: It is determined whether a value of RAB set time is greater than '0'(S21). If the value of the RAB set time is greater than '0', RAB is set as '1', and the RAB set time is reduced by 1 at every slot(S23). If the value of the RAB set time is '0', a value of ROTc(Rise Over Thermal noise) is calculated(S22). It is determined whether the value of ROTc is greater than an ROT threshold value(S24). If the value of ROTc is greater than the ROT threshold value, the RAB is set as '1'(S26), whereas if the value of ROTs is smaller than the threshold value, the RAB is set as '0'(S25).
