A highly active catalyst for polyester production which is safe from an environmental standpoint and is effective in reducing catalyst cost. The polycondensation catalyst has an organosiloxane compound skeleton containing at least one metal M, other than silicon, selected from Groups 3 to 15 of the Periodic Table.
