The device has two conical shafts (1, 2) inverted respective with each other, with a rounded shape at an end of the shafts. The shafts are connected with each other by a transmission belt (3) for forming a set belt-pulley. The shafts have a haul rope grip (4, 5) appeared peripheral to a conical path (6) and a part (7) of the shaft for clamping the belt of the shaft.
