PURPOSE: An apparatus for opening/closing and rotating a cover of a mobile phone is provided to allow a user to stably use an LCD screen of a cover in a closed state by reversing front and back side of the cover. CONSTITUTION: A hinge body(120) is rotatably coupled to a main body of a mobile phone. A hollow(130) is formed at one side of the hinge body(120), and an opening(124) is formed communicating with the hollow(130) and a rotation space(122). A lower end portion of a rotation shaft(150) is rotatably coupled to an outer circumferential surface of a rotation support shaft(140) and an arm(156) is formed coupled to a cover of an upper end region. A breaking block(160) is slidably installed in the hollow(130). An elastic member(170)elastically supports the breaking block(160). A cylinder(200) is coupled to an outer end portion of the hollow(130) and has a rotational space(202). A rotation slip unit(190) includes a fixed shaft(194) to be coupled to the main body. One end of a fixed slip unit(180) receives elasticity from the elastic member(170) and the other end thereof is surface-contacted with the rotation slip unit(190) to generate a slip phenomenon.
