PROBLEM TO BE SOLVED: To reduce the malfunction of a monitoring device in image processing.

SOLUTION: A light projection part 111 projects light by a prescribed flashing pattern. The projected outgoing light is reflected by a reflector 102. An image pickup part 112 picks up an image of the reflected light reflected by the reflector. The monitoring device 101 compares a pattern of the reflected light picked up by the image pickup part 112 with the flashing pattern projected by the light projection part 111, decides that there is no intruder in a management area 103 of the monitoring device 101 and the reflector 12 during the detection of the prescribed flashing pattern, and when the prescribed flashing pattern can not be detected, decides that there is an intruder. This invention can be applied to the monitoring device.
