PROBLEM TO BE SOLVED: To provide technology capable of suppressing a computing amount even when parts other than an edge are smoothed while keeping the edge in which a change in the pixel value is steep. SOLUTION: A nonlinear smoothing unit 22 is provided withεfilters 53A to 53C connected in cascade. Theεfilters are set from the pre-stageεfilter 53A toward the post-stageεfilter 53C in a way of being formed from a narrow band filter with many numbers of taps to a broad band filter with a few numbers of taps. In this case, the interval of the number of taps from theεfilter 53A to theεfilter 53C is set to the power of two. Threshold valuesε<SB>1</SB>,ε<SB>2</SB>,ε<SB>3</SB>of theεfilter 53A to theεfilter 53C are set to be a relation ofε<SB>1</SB><ε<SB>2</SB><ε<SB>3</SB>.
