PROBLEM TO BE SOLVED: To provide a hoisting and towing device which can be easily heat-treated at a bearing part, miniaturized and weight-reduced. SOLUTION: The hoisting and towing device is equipped with a pinion gear 4, a reduction gear 5 interlocking with the pinion gear 4, and a load sheave which is driven through the load gear 3 interlocking with the reduction gear 5, and installed in a main frame 1. In the hoisting and towing device, a fitting part 2a provided on the load sheave 2 is fitted in a fitting hole 1a of the main frame 1. The device is provided with a load sheave bearing groove 2b having a smaller diameter than the outside diameter of the load gear 3 continuously provided to the fitting part 2a and integrally molded with the load sheave 1, and the bearing groove 2b is journaled with an auxiliary frame 6 journaling the reduction gear 5b.
