Vesicle and microemulsion compositions comprising a silicone surfactant, a co-surfactant, a polar organic oil, and water are disclosed. A method for forming vesicles from a microemulsion comprising a silicone surfactant, a co-surfactant, a polar organic oil, and water is also disclosed. The vesicle and microemulsion compositions are useful in a variety of personal care applications.
