PROBLEM TO BE SOLVED: To provide an information recording and reproducing system which guarantees stable signal quality at all recording positions of inner and outer circumferences and which has high reliability and a large capacity. SOLUTION: The recording region of a disk-type recording medium 1 is sectioned to a plurality of adjacent zones 2a-2f successively arranged in the radial direction. A clock for recording and reproduction is allocated to every zone of the zones 2a-2f, and data recording/reproduction is performed by using clocks allocated to every zone of the zones 2a-2f.
