PROBLEM TO BE SOLVED: To restrain wasteful power consumption and realize stable power supply in the case of supplying power to a rotating heating element where a plurality of heating element parts are integrally rotated. SOLUTION: A resistance heating element 14 rotating integrally with a heating roller 11 is provided on the inner peripheral surface of the roller 11. The resistance heating element is constituted of a plurality of heating element parts 14a to 14j divided in its rotating direction. The one end of a spiral conductor 17 whose other end is fixed on a fixedly arranged power source terminal 16 is fixed at each heating element part. Until the fixing processing of at least one sheet of transfer paper P is finished, deformation power caused on the spiral conductor is absorbed owing to the increase of the number of turns thereof even though the resistance heating element rotates. The power supply to each heating element part is controlled so that the heating value of the heating element part opposed to transfer paper out of a plurality of heating element parts may be the largest.
