PROBLEM TO BE SOLVED: To provide a heat fixing member and an image forming apparatus having the same, which can prevent failures such as generation of image staining, image unevenness, gloss unevenness, fixing failures, or the like, and which can improve the working properties and can suppress the working cost, by suppressing the increase in viscosity more than one having tin oxide singly. SOLUTION: In the heat fixing member 10 having, in series on a base 1, an elastic layer 2 composed of a heat-resistant synthetic rubber and a release layer 3 composed of a fluororesin, the elastic layer 2 includes at least one kind selected from among a group consisting of tin oxide, iron oxide, carbon black, cerium oxide, and cerium hydroxide. The tin oxide is preferably an oxygen-deficient type tin oxide. The heat-resistant synthetic rubber is the heat-resistant synthetic rubber selected from among the group consisting of silicone rubber, fluororubber, and fluorosilicone rubber. The fluororesin, for example, is a fluororesin such as PFA (tetrafluoroethylene-polyethylene fluorovinylether copolymer), FEP (tetrafluoroethylene-hexafluoropropylene copolymer), and PTFE (polytetrafluoroethylene).
