PROBLEM TO BE SOLVED: To provide an observation device and an observation method for easily observing clouds or the like from an arbitrary point capable of maintaining a certain accuracy. SOLUTION: The device receives light from an observation subject by a light receiving means having a certain visual field angle from the arbitrary point, and calculates temperature information of the observation subject by a certain calculating means. In particular, if the light receiving means is an infrared irradiation thermometer having an optical filter with a main transmission band of 8 to 13μm, effect of H<SB>2</SB>O or CO<SB>2</SB>in air is significantly reduced to achieve an highly accurate observation. Moreover, an altitude of a cloud bottom can be calculated based on the temperature information, which can be applied to frost and rain forecasts. COPYRIGHT: (C)2004,JPO
