PROBLEM TO BE SOLVED: To enhance detection precision for an increase of a radioactive rare gas concentration by reducing an influence of radioactivity by N-13, to precisely detect fuel damage, and to easily and quickly detect the fuel damage. SOLUTION: A nitrogen monoxide adsorption device is arranged between a sample gas opening and closing valve 23 provided in a sample collecting pipe 16 and an exhaust gas radioactivity measuring vessel 21. Granulated reduced iron 107 is filled inside a column 103 capable of passing a sample gas in its inside, in the nitrogen monoxide adsorption device, and an electric heater 105 is wound as a heating mechanism in its barrel part.
