PROBLEM TO BE SOLVED: To display a geodetic data by public coordinate values conformed with an administrative public geodetic data, in a surveying method for conducting precise survey by using observation data provided from a public fixed reference station, as to the surveying method using a GPS. SOLUTION: This surveying system is constituted of the public fixed reference station, a virtual reference data distribution station for preparing virtual reference point information corresponding to a target surveying point to be transmitted, and surveying moving station for positioning a target surveying point by a GPS means, for receiving the virtual reference point information corresponding to the target surveying point from the virtual reference data distribution station, and for preparing coordinates of the target surveying point, based on the information, to be recorded as the geodetic data. The coordinates of the target surveying point are displayed in terms of the public coordinate values, based on two coordinate data of a logical coordinate values found from the observation data, and the public coordinate values found from the disclosed public geodetic data, as to the coordinates of the fixed reference point of the fixed reference station.
