PROBLEM TO BE SOLVED: To provide a method for manufacturing an unsaturated quaternary ammonium salt by quaternalizing a vinyl monomer bearing a tertiary amino group with an alkyl halide, wherein by-products due to hydrolysis of the vinyl monomer are produced little and polymerization of the vinyl monomer or the unsaturated quaternary ammonium salt hardly occurs. SOLUTION: When the vinyl monomer bearing a tertiary amino group represented by formula (1) (wherein R<SP>1</SP>is hydrogen or a methyl group; A is oxygen or an imino group; R<SP>2</SP>is a 1-4C, alkylene or hydroxyalkylene group; and R<SP>3</SP>and R<SP>4</SP>are each a 1-4C alkyl group or a 2-4C hydroxyalkyl group) is quaternized with the alkyl halide represented by formula (2) (wherein R<SP>5</SP>is an alkyl or benzyl group; and X is Cl, Br or I) in water as a solvent, ice or ice water is added to the reaction system.
