PROBLEM TO BE SOLVED: To provide a color development liquid of a halogenated silver color photosensitive material which can correspond to a variety of sensitive materials, whose workability is improved and the image quality itself of an acquired image can be improved. SOLUTION: A color development liquid includes a first processing liquid of pH>7 which includes a color development main chemical and an alkali agent, and which includes at least one of the compounds shown in formula 1, formula 2 and formula 3 and pKa is 9 or above and 12 or below. It also includes a second processing liquid of pH<13.5. The processing is carried out by using this development liquid. Thanks to the color development liquid of a halogenated silver color photosensitive material, it becomes possible to correspond to a variety of sensitive materials, and the workability can also be improved.
