PROBLEM TO BE SOLVED: To provide an insulation detecting apparatus for an ungrounded power supply for specifying a switch that has failed. SOLUTION: A failure detection means is in the following configuration. After only a second switch section S2 is closed for third set time, an abnormality of a first switch section S1 is judged, based on a detection voltage by a voltage detection means 11 when fourth switching means S3, S4 are closed. After only the first switch section S1 is closed for fourth setting time, an abnormality of the second switch section S2 is judged, based on a detection voltage by the voltage detection means when the fourth switching means S3, S4 are closed. After the first switching means S1, S2 are closed for fifth setting time, an abnormality of the third switching section S3 is judged, based on the detection voltage by the voltage detection means 11 when the third switch section S3 is broken and the fourth switch section S4 is closed. After the first switching means S1, S2 are closed for sixth setting time, an abnormality of the fourth switch section S4 is detected, based on the detection voltage by the voltage detection means 11 when the third switch section S3 is closed and the fourth switch section S4 is broken.
