PROBLEM TO BE SOLVED: To provide a fuel reforming apparatus in which the damage of a catalyst due to the high temperature of the catalyst in the shift from a warm-up operation to a reforming operation is prevented in the fuel reforming apparatus provided with a start-up combustor. SOLUTION: In the fuel reforming apparatus (1, 4, 5 and 6) provided with the start-up combustor (1) for producing a combustion gas for warm-up and for reforming hydrocarbon-based fuel on the catalyst to produce a hydrogen enriched gas, the ratio of the quantity of steam to the quantity of the fuel to be supplied to the fuel reforming apparatus is set higher than that in the normal reforming operation for a prescribed period of time after the shift from the warm-up operation to the reforming operation of the fuel reforming apparatus.
