PROBLEM TO BE SOLVED: To obtain a smooth image in which roughness is restricted, in an image forming apparatus that obtains stable image quality by adapting a binary process. SOLUTION: The image forming apparatus sets various conditions for the inside of the apparatus so that the diameter of a toner image per pixel on a photoreceptor 1a is 20μm or more but 50μm or less. In order to facilitate flying of the toner of an image transferred to the surface of transfer paper 100, the apparatus adapts a structure having a transfer means that includes: an intermediate transfer belt 51 as a primary transfer member; an intermediate transfer device 5 as a primary transfer means for transferring the toner image on the photoreceptor 1a onto the intermediate transfer belt 51; and a transfer roller as a secondary transfer means for transferring the toner image on the intermediate transfer belt 51 onto the transfer paper 100.
