PROBLEM TO BE SOLVED: To provide a toner having stable electrostatic properties, causing neither fogging nor defective transfer, and excellent in transfer efficiency. SOLUTION: In manufacture of the toner used in an image forming apparatus in which an electrostatic latent image formed on a photoreceptor is developed, transferred onto a recording medium and fixed, a composition containing a binder resin, a colorant and an electrostatic charge control agent prepared by incorporating a water-soluble electrostatic charge control material into inorganic fine particles is kneaded, pulverized and mixed into a solvent immiscible with water, the resulting dispersion is put in an aqueous medium, and then the solvent is removed by at least one of heating and pressure reduction.
