PROBLEM TO BE SOLVED: To perform coding useful for copy prevention or alteration prevention or suitable for image management of files and data, etc., or the like by utilizing the feature of JPEG2000. SOLUTION: By the JPEG2000 standard, while a code length is described in a header, since it is interpreted as a terminating position when a terminating code like OxFFFF for instance is present even at a position before reaching the code length position and the data from the terminating code position to the described code length position are skipped without being decoded, additional information prepared in relation to image data is embedded as a code in a non-stipulated area not to be decoded by the JPEG2000 standard in a code stream, the area after OxFFFF for instance. When the additional information is turned to the one for the alteration prevention for instance, it becomes useful for the duplication prevention or the alteration prevention or the like.
