<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and a developer which achieve further prolongation of the service life of an OPC photoreceptor and can stably form images of high image quality independent of variation of development contrast over a long period of time. <P>SOLUTION: An organic photoconductive photoreceptor comprising a conductive support and an organic photoconductive layer formed on the conductive support is used as an image carrier. A developer comprises toner particles comprising at least a binder resin, a colorant, and a charge control agent. The binder resin is a resin comprising at least a vinyl resin, a polyester resin, and a hybrid resin component having a vinyl polymer unit and a polyester polymer unit, and the charge control agent comprises a copolymer of a styrenic monomer, an acrylic monomer, and a sulfonic acid-containing acrylamide monomer.
