PROBLEM TO BE SOLVED: To provide a method of easily manufacturing toner by which the dispersibility of a charge control agent can be controlled independently of the electrostatic charge polarity of the toner and by which a toner having excellent uniformity, start up property, and retentivity of electrostatic charge can be manufactured. SOLUTION: The method of manufacturing toner containing a binder resin containing a linear polyester and a charge control agent, includes a masterbatch step in which starting materials including the binder resin and the charge control agent are kneaded under melting and pulverized, and a dilution step in which pulverized powder obtained in the masterbatch step is mixed with an extra binder resin and kneaded under melting, and a kneaded material obtained in the dilution step is pulverized and classified.
