PROBLEM TO BE SOLVED: To provide a bill exchanger for reducing the load of a conveyance mechanism and efficiently distributing small-amount paper money to two storage sections without providing any switching gates. SOLUTION: Small-amount paper money is conveyed from an acceptance opening 52 to a first storage section 53 by a first conveyance path 55, and is conveyed from the acceptance opening 52 to a second storage section 54 by a second conveyance path 56; the first amount of storage at the first storage section 53 is detected by a first detection means 61; the second amount of storage at the second storage section 54 is detected by a second detection means 62; the first detected amount of storage and the second amount of storage are compared by a comparison section 110; and the conveyance speed of the second conveyance path 56 is preferentially controlled so that the first amount of storage becomes larger than the second amount of storage by a control section 100, based on the comparison result.
