A user identification device identifies a user of a user terminal which has performed communication in the Internet. The user identification device includes: a first communication information acquisition section for acquiring first communication information in which an MAC address is correlated with a private IP address from a router; a second communication information acquisition section for acquiring second communication information in which a private IP address is correlated with a global IP address from the router; and a user terminal detection section for detecting an MAC address of a user terminal which has performed communication by using the global IP address according to the specified global IP address.
