<P>PROBLEM TO BE SOLVED: To provide a system by which communication charge is discounted by a mobile telephone company when a file of a large data size is downloaded to a mobile telephone. <P>SOLUTION: A file data obtaining means 201 obtains a file downloaded from a website 10. After the acquisition of the file, a reduction rate setting means 202 sets a normal reduction rate determined by the mobile telephone company to user data when the website does not cooperate with the mobile telephone company. If it cooperates with the mobile telephone company, a reduction rate previously determined corresponding to the website is set to the user data in the case of a fixed reduction method or a reduction rate taken from the file is set to the user data in the case of a dynamic reduction method. A file data transfer means 203 transfers the file to the mobile terminal.
