PROBLEM TO BE SOLVED: To easily create map data containing information of road gradient used for a car navigation device. SOLUTION: By a work station 10 of this map data creation device, an attaching road is specified by operation of a mouse 12 by a user to a map image by the map data 21 stored in a memory unit 20, displayed in an attaching road input screen 31 displayed on a display part 30. When altitude difference H is inputted by the user's operation of the key board 11 in the gradient condition input screen 32 displayed in the display part 30, the gradient D of the specified attaching road is calculated from the altitude difference H and the position in the coordinates of the specified attaching road in the map data 21, and the gradient D is included in the map data 21 and stored in the memory unit 20.
