PROBLEM TO BE SOLVED: To provide a foamed sheet composed mainly of vegetable materials such as starch, wood flour and paper powder, giving a little environmental load, and being moldable to a tray and the like. SOLUTION: The foamed sheet having a sufficient mechanical strength to be moldable to the tray and the like, is composed mainly of the vegetable materials such as the starch, the wood flour and paper powder. A polyolefin resin or a biodegradable resin is added to the materials by less than half of the amount of the materials, followed by further adding water to the resultant to subject it to be foamed by extrusion by an extruder, and then, the foamed product is immediately compressed to obtain the sheet.
