PROBLEM TO BE SOLVED: To provide a transmission system for mass content which efficiently transmits the mass content at a low cost without remarkable increase of equipment expenses. SOLUTION: On the side of a content provider 10, a content transmission device 11 having a transmission plan development/management means 11a, which develops and manages a plan for transmitting the contents to at least one Internet service provider 20 and a content transmission control means 11b, which transmits the contents based on the transmission plan in synchronization with the Internet service provider 20, is provided. A storage device 23 storing the contents transmitted from the content provider 10 and a content transmission device 22 having a transmission plan development/management means 22a which develops and manages a plan for transmitting the contents to a plurality of users 30 and a content transmission control means 22b which transmits the contents based on the transmission plan in synchronization with the users 30 are provided on the side of the internet service provider 20.
