PROBLEM TO BE SOLVED: To effectively prevent temperature variations of a fixing roller, in a fixing device which heats the fixing roller with heat supplied externally. SOLUTION: The fixing device has the fixing roller and a pressure roller in the form of a pair of rollers disposed opposite to each other having a predetermined nip width, and a heat roller disposed in contact with the fixing roller. The fixing device passes a transfer medium with a toner image transferred to its surface through a nip area between the fixing roller and the pressure roller, thereby fixing the toner image to the surface of the transfer material. The fixing roller has a fluorine-containing resin layer on its surface. The fluorine-containing resin layer is formed on a sponge layer via a metal or alloy layer or a non-foamed rubber layer.
