PROBLEM TO BE SOLVED: To provide a floating moving device capable of hovering with a single degree of freedom actuator and capable of changing the moving direction by adding another single degree of freedom actuator. SOLUTION: In the back and forth flapping motion of a wing 4, a gear ratio of a pinion gear 34 with respect to a rack gear 35 is large at the center and small at the end. Thus, the pinion gear 34 is engaged with the rack gear 34, and the longitudinal rotational speed of the wing 4 is low at the center and high at the end in the back and forth flapping motion of a wing 4.
