A specified plate or block having recesses/depressions of the size of the dimensions of the insulating layer to be applied on an electrically conductive element, is provided with liquid insulating varnish and stretched such that the varnish remains only in the depressions. Then, a pressure plug (tampon) is pressed onto the plate or block such that the varnish transfers out of the recesses over to the pressure plug (tampon) which is pressed on to the conductive element such that the varnish is supplied to the conductive element where it is dried and/or cured to form a layer of insulating varnish.
